Elimination of Nuclear Weapons - Worldwide

We must continue to pursue the banning of uses of nuclear weapons, worldwide, and we need to develop a strategy to safely and permanently destroy all nuclear weapons, such as by using a fusion reactor, on a timetable that allows the national security of each nation that has them to be preserved. It is a fact that nuclear weapons pose a grave danger to the entire world, however they also have limited benefits if they are not used - including the ability to prevent wars by the concept of mutually assured destruction. We cannot continue to think in a Cold War mentality - we must develop ways to rid the world of nuclear weapons, without using them to destroy other nations. They pose not only a threat to human life, but also to all life through the release of harmful radiation into the atmosphere.

Part of the problem with nuclear weapons is that other nations continue to develop them - including North Korea, and possibly even Iran according to some reports. We need to have a greater oversight of nuclear programs, regardless of whether they are peaceful or for weapons development, and this oversight must occur from the United Nations - including from the International Atomic Energy Agency (IAEA). We need to be assured that the countries that are not allowed to have nuclear or use weapons, don't develop or acquire them - however we also need to establish world dialogue that is friendly to the outright banning of their use, development, or transfer by the nations that already have them.

Patrick R. McElhiney believes that a world without nuclear weapons will alleviate nations such as North Korea, that believe they need nuclear weapons for their survival, and would work to acquire them at risk of their own destruction. It is true that we cannot solve the problem of a nuclear world with more nuclear weapons, however we cannot solve this issue by continuing to allow the authorized nations of the Nuclear Non-Proliferation Treaty to have the capability to use them or develop more.

One risk to the stability of the world is the development of advanced delivery systems, including space-based delivery systems, hypersonic delivery systems, and other types as they become known about. The nuclear triad will only have the capability to destroy a foreign enemy should they decide to use nuclear weapons against us - however this will not solve the problems that would lead a foreign nation to use nuclear weapons. Hypersonic delivery systems pose a threat to the entire world, because there are not currently any interceptor systems that could successfully target and destroy an incoming hypersonic vehicle, and some of the hypersonic delivery systems, such as those under development by Russia, have the capability of carrying up to a dozen nuclear warheads, all of which could be independently programmed for guidance to individual targets spread over a vastly large area of land.

Diplomacy, and strategy must avail us to deal with the threat of nuclear weapons - and we must also be willing to do our part to eliminate the nuclear stockpile. It will require a generation of leaders that are willing to risk everything to make the world a safer place. Only a terrorist would want to use a nuclear weapon offensively - any rational man or woman would understand using nuclear weapons first would result in not only the destruction of innocent people of a perceived "enemy", but would also result in the subsequent destruction of their own mankind from retaliation strikes. We cannot afford to leave these technologies around for potential abuse by a younger generation that hasn't been exposed to the knowledge of the dangers of nuclear weapons in the past. The millennials will decide the fate of the world - either by eliminating the existence of nuclear weapons, or allowing the younger generation to take over for potential misuse of these weapons of mass destruction. We must do our part to stop history from repeating itself. If we don't, it could cost humans their lives!

 

Reduction of Sale of Arms to Foreign Nations

Patrick R. McElhiney believes that the United States needs to reduce the amount of arms that it sells to foreign nations, because those arms sales are ultimately responsible for destroying the peace of entire civilizations, even if we are on the morally right side of the conflict. Smaller conflicts lead to larger conflicts between major nuclear powers such as between the United States, China, and Russia. There is no real moral correctness to either side of a war - it is the fight to the death to survive, and we can't afford to lose our power to repressive regimes that provoke us to strike first. McElhiney doesn't support violence in any form. He believes that even if arms sales are to take place, the restrictions over the use of such weaponry should be detailed to prevent at all cost the loss of innocent civilian lives. The United States has been responsible for hundreds of thousands of deaths worldwide because of arms sales, of which the U.S. has over a 30% stake in internationally compared to other nations. This accounts for billions of dollars in arms sales every year. Even though it helps pay our government's bills, it is morally wrong, and it ultimately comes back to bite us in the rear later, such as with the example of Saudi Arabia. Arms sales with third parties should be reduced to an absolute minimum going forward.


 

Automated International Signals Intelligence Interception and Decryption Systems at the National Security Agency (NSA)

Patrick R. McElhiney supports the rights of the national security community within the United States, and more specifically the National Security Agency's power to intercept all signals intelligence from throughout the world, for the purpose of allowing the systems to decrypt sensitive military intelligence communicae from adversaries, for the purpose of identifying possible and real threats towards the United States of America, and its allies. He has worked on developing advanced systems, such as Artificial Telepathy, an AI-based satellite system for the purpose of gathering brainwave intelligence at some point in the future. The mission of signals intelligence and understanding human intelligence is the same regardless of the media or interface, and it is necessary to gather all respective intelligence about subject matter for the purpose of planning our defenses, and ensuring that our nation is not attacked again like it was at Pearl Harbor, and like it was on September 11th, 2001, among other major plots that have been foiled by our Intelligence Community. The storage of these communications may be necessary for hundreds of years, if not for their entire history dating back to the point that there was sufficient storage media to store the intelligence going forward. The reason is that communications may indicate planning years or even decades in advance, and the necessary security measures to ensure that the plotting against the United States is thwarted are impossible without a steady stream of intelligence about the advancement of the enemy's goals and operational capabilities. The Unites States must learn to live within the constraints of its adversaries threats, without restricting the freedom of its citizens. We must have the proper intelligence and know when and where to act, before the adversaries get there. This may require cooperation from U.S. based IT companies, as well as IT companies in other nations. The protection of our freedoms and rights as Americans will be tested, over and over again by foreign governments, and we must know how to defeat their misfeasance.

 

Support to Local Law Enforcement

The national security community needs to stop viewing violence at a local level as irrelevant, because when there's violence in our communities, it can lead to national security problems domestically and overseas. It's like broken windows - not prosecuting smaller crimes can lead to much larger and thought out crimes happening that affect the masses. The Federal Government needs to stop ignoring the problems in our communities, and provide local law enforcement with the same types of tools that the national security community has to fight crime - because when a terrorist, or foreign military are operating on American soil, they have become extremely hard to find, and often times it's the local police departments that find out about these criminals and terrorists first. So why are they not allowed access to highly sensitive systems that can detect crime through signals intelligence gathering on a local level? Would if your local police department had tools to monitor every local social media account to monitor for criminal activities all the time? Would if police departments had access to monitor the dark web? Patrick supports the abilities of local law enforcement to use high tech systems to crack down on criminals, while he also believes that national security intelligence should remain in the government's cloud, and should not be accessible by local law enforcement unless it is actionable intelligence about a local threat or a threat that originates locally.

 

National Security Error

When a national security official records a threat incorrectly, it can lead to widespread damages towards national security professionals that spend taxpayer dollars trying to figure out a national security threat that doesn't really exist. This is why the government needs a non-partisan watchdog that can determine if this has happened in any number of cases, such as errors recorded because computer programs were generating national security threats, internally, or threats that were recorded incorrectly to try to damage a specific politician or politican party, or threats that were recorded because a national security professional had it out for someone else, illegally, or threats that were recorded in honest error, otherwise. These errornous investigations can be costly, and need to be eliminated, entirely, so that taxpayer dollars can go to researching real national security threats that originate from foreign citizens.

Lawsuits that use national security laws to negatively affect one person by covertly transmitting audio to a large number of people, are also categorically illegal. National security lawsuits to conduct war crimes, including ex-judicial execution, are categorically illegal. National security lawsuits to conduct crimes, including mind control crimes, are categorically illegal.
